A hitch bike rack made for use on a standard passenger vehicle cannot be used on the back of a trailer. The reason is that the further away from the rear axle a hitch is located the more stresses, both vertical and horizontal, will be placed on anything installed in that hitch. There is a lot more movement at the rear of a trailer or an RV due to the longer wheelbase. This causes additional stress on hitch mounted accessories. Many bike racks are not designed or rated to handle the additional stress.

While we have a couple options for you to carry cargo with your pop-up camper, there isn't going to be a bumper mounted hitch that fits a 1 x 3 bumper as it is just too small. What you can do, so long as your pop-up camper has a box frame, C-channel frame, or I-beam frame is use a frame-mounted hitch, which is going to depend on your camper's frame width:

I have a couple different options for you to take a look at. But unfortunately, using a dual hitch receiver like the Malone 2" Dual Purpose Hitch Receiver # MPG544 is not going to work for what you need. This is because using the Malone 2" Dual Purpose Hitch Receiver # MPG544 will reduce your tongue weight capacity by 50% which will not allow you enough capacity to even tow your camper.
